General Parking Permit
The general parking permit is intended to facilitate maintenance traffic. It allows parking in disc-regulated spaces marked with the sign “Does not apply to vehicles with a general parking permit.”
Kouvola City Centre
With the permit, you may park in the following locations in Kouvola city centre:
- Parking spaces on the north side of Kouvolankatu
- Keskikatu (at Central Park)
- Asemakatu (east side)
- Street-side parking spaces on Torikatu (excluding the Torikatu parking area)
- Välikatu parking area
- Tunnelikatu parking area
- Old fire station, parking area next to Brankkari
- Diagonal parking on Päätekatu
- Old market square, so-called Pohjola Square parking hall
Kuusankoski
With the permit, you may park in the following locations in Kuusankoski:
- Part of the Kauppalanaukio parking area
- Part of the Kauppakatu parking area
- Valtakatu
Permit Conditions
- Only one valid general parking permit may be held at a time.
- The fee is non-refundable if the need for the permit ends prematurely.
- If misuse is detected during monitoring, the permit may be revoked, a parking fine issued, and in particular, vehicles violating condition 2 may be towed to storage at the owner’s expense.
The permit allows parking in disc-regulated spaces marked with the additional sign “Does not apply to vehicles with a general parking permit.” As long as the permit is not electronic, it must be clearly visible in the vehicle during parking.
There is no time limit for parking, and a parking disc is not required. However, the permit is intended for actively used vehicles, not for long-term storage. The vehicle must be in actual traffic use.
The general parking permit is issued in full calendar months. The maximum purchase period at one time is one year.
A single general parking permit may include up to 6 vehicles, and the permit is vehicle-specific. Only the issuing authority is entitled to modify the information on the permit. The permit may be exchanged free of charge for a new one valid for the same period if the vehicle registration number needs to be changed.

Residential Parking
A residential parking permit may be granted to a person who:
- is registered in the Population Information System as residing in the Kouvola city centre area and does not have access to a parking space provided by the housing company,
- holds a valid driver’s license, and
- owns or has possession of
- a passenger car or van, OR
- a vehicle for persons with reduced mobility.
The permit allows parking in disc-regulated spaces marked with the additional sign “Does not apply to vehicles with a residential parking permit.”

- Urheilijankuja
- Kalevankatu
- Tunnelikatu parking area
- Valtakuja
- Oikokatu
- Kouvolankatu
- Käsityöläiskatu
- Salama-building parking area

Parking for Mopeds and Motorcycles
- You may stop and park a moped on a sidewalk or cycle path.
- However, always stop and park in a way that causes as little obstruction as possible to pedestrian and bicycle traffic.
- If you park in a time-limited disc parking space, you do not need to use a parking disc for a moped or motorcycle. However, you must not exceed the time limit.
Moped Cars
- Moped cars may not be parked in spaces designated for motorcycles or mopeds.
- They must be parked like regular cars.
Road-legal ATVs
Road-legal all-terrain vehicles (ATVs) may not be parked in spaces designated for motorcycles or mopeds.

Winter Parking Restrictions
During the winter season, winter parking restrictions are in effect on certain city streets. These restrictions enable snow plowing and winter maintenance.
Parking is prohibited on these streets for 2–4 hours per week, depending on the location.
The restrictions are indicated by traffic signs.
Parking is monitored, and parking in violation of the signs may result in a parking fine.
