1. Are both construction and manufacturer partners required?
Yes. The manufacturer should provide essential knowledge for the team and also be interested in applying and/or developing its products serving multi-story timber developments. The construction partner should have know-how on the assembly of components, site arrangements etc. and offer the knowledge for the use of the team. The construction partner, like the material manufacturer, has a strategic aim to develop its business. The construction partner may also be an investor in the project. If not, the team should have a plan for the implementation. If the investment capability is not available at the competition phase within the team, a preliminary plan for implementation should be provided (please see next question).
2. What exactly does a preliminary plan for implementation encompass?
The plan should at least include the evaluation of technical, architectural and financial qualities of the proposal addressing potential investors of the development. It should convince the investors why they should invest in a multi-story timber development. Depending on the role of the industrial partner, the plan may include potential feasibility study for launching industrial activity in the Region of Kouvola. In other words, the implementation of the competition entry depends on the content of the proposal and it covers aspects both for construction and manufacturing. The preliminary plan must at least address the investor interests and serve the marketing of the development.
3. The Qualification document indicates that the construction team partner should have an objective to apply products and methods for multi-storey apartment buildings. If the construction partner is not in Finland, how is this to be interpreted?
The construction partner may also be an international one without any limitations to nationality. The know-how that can be applied locally in Finland is essential. However, the competition addresses timber development in Finland and its surroundings, and therefore, the construction partner or the industrial partner should have an interest for activities taking place in the Finland and its potential export markets. The activities implemented, on the other, depend on the proposal. The actual construction can be local or based on international collaboration, but both cases require an investor who may be part of the team, or, the proposal may address the potential investors through the preliminary plan for implementation.
4. May an organization be a member in several teams?
Yes, but the same individuals cannot be members in multiple teams. Additionally, each member of team must be notified for approval that an organization has representation in more than one team.
5. Which language should be used for answering the RFQ?
The submittal can be either in Finnish or English.
6. After team is invited for making competition proposal will the contract be set up between administration of the City of Kouvola and the team-leader?
The team-leader will receive, for the team, an official notification from the organizer (the City of Kouvola) that the entire team has been accepted to submit a proposal. The Competition Rules and the Brief then determine the contractual setting. There will not be any further contractual relationship with the team-leader and the organizer of the competition. The team must set up its own principles for delivering the submittal and sharing the honorarium. A submittal fulfilling the criteria of the Brief is required for in exchange for the honorarium.
7. What will be the financing order of the teams invited for the competition?
Each team will receive an equal honorarium of 55 000 euro excl. VAT. In addition, travel expenses to Finland can be reimbursed up to 6 000 euros for the entire team during the competition process.
8. Are new structural innovations and testing them required in the competition? If yes, who will cover the costs for technical certificates?
The competition aims at utilizing existing and known technologies. The competition period is rather short for developing new products and thus the use of completely new structures is not a requirement. However, the organizer encourages exploring new solutions as part of the R&D activities of the participants. The eventual cost related to testing the structures will be addressed by the companies developing the products. The proposed WoodInno Centre, in collaboration with financiers of R&D activity, could also have a role in cooperation related to testing new solutions and provide an opportunity for successful proposals.
