Rural services are responsible for handling farmer income support matters (municipal rural industry official), private road issues, developing water distribution network in rural areas belonging to city jurisdiction, and farm relief services for rural entrepreneurs purchased by the Farmers' Social Insurance Institution Mela. The units’ responsibilities cover development of rural areas and villages. It also serves as a link for village development and village local participation to city administration and lines of activities.

The objective is to support the vitality of rural areas so that villages remain comfortable and vital places to live and work in.
